Resolution Authorizing a Pilot Electric Scooter Sharing Program with Nuetron Holdings, Inc. D/B/A Lime

WHEREAS, Neutron Holdings, Inc. d/b/a Lime, a company that provides micro-mobility device share and related mobility products and services, proposes to launch its first electric scooter share program in the State of New Jersey through a six-month “pilot” (temporary) program, beginning May 1, 2019 and ending October 31, 2019, at no cost to the City; and,


WHEREAS, Lime has agreed to initially introduce 300 electric scooters in Hoboken, with the potential to grow that number based on the terms outlined in the agreement; and,


WHEREAS, Lime’s electric scooters possess state-of-the-art technology, including a range of 37 miles per charge, allowing them to replace many private or ride share vehicle trips in Hoboken; and,


WHEREAS, Lime has agreed to provide education to users about safe riding practices in the forms that include but are not limited to, mobile application education materials, events, and campaigns; and,


WHEREAS, Lime will distribute or furnish information to resources where riders can obtain helmets in the City at designated events throughout the pilot; and,


WHEREAS, Lime will instruct users to park in designated areas, and for high pedestrian trafficked areas, Lime and the City will work together to identify appropriate locations that do not impede pedestrian flow; and,


WHEREAS, the goal of the pilot program is to assess the viability of permanently expanding the City’s shared mobility options to include electric scooters; and,


WHEREAS, the City wishes to memorialize its agreement with Neutron Holdings, Inc as depicted in the attached Memorandum of Agreement (“MOA”); and,


WHEREAS, the execution of this MOA is contingent upon the Governor’s signature enacting recent legislation to legalize electric scooters in New Jersey; and,


WHEREAS, the City Council seeks to approve the attached MOA and authorize its execution.


NOW, THEREFORE, BE IT RESOLVED, that the Mayor or his designee may execute the attached Memorandum of Agreement with Neutron Holdings, Inc. which will allow Neutron Holdings to operate a temporary electric scooter sharing program in Hoboken for a period not to exceed six (6) months.
